UPSET BID TERMS FOR SALE OF SURPLUS LAPTOP COMPUTERS AND TABLETS

The Lenoir County Board of Education has received an upset offer to purchase surplus laptop computers and tablets which includes the following attached terms:
NOTICE OF SALE OF SURPLUS TABLETS AND LAPTOPS
Pursuant to G.S. 115C-518 and 160A-269, the Lenoir County Board of Education hereby gives notice that it has received an offer to purchase surplus tablets and laptops most of which have been used by students and teachers for at least three years and are currently unsuited to meet the continued needs of students and teachers. The property consists of approximately 681 MacBook Air “Core i3” 1.1 laptops (13-inch, 2020, MYE62LL/A); 32 MacBook Air “Core i3” 1.1 laptops (13-inch, 2020, MYE52LL/A); 5 Macbook Air “Core i3” 1.1 (13-inch, 2020, MWTJ2LL/A); 1 MacBook Air “Core i3” 1.1 (13-inch, 2020, MWTM2LL/A); 1 MacBook Air “Core i5” 1.1 (13-inch, 2020, MVH22LL/A); 1 MacBook Air “Core i5” 1.3 (11-inch, 2013, MD711LL/A); 1 MacBook Air “Core i5” 1.6 (13-inch, 2015, MJVE2LL/A); 8,371 iPad 8th Generation (10.2-inch, 2020, 32GB, Wi-Fi); 676 iPad 8th Generation (10.2-inch, 2020, 128GB, Wi-Fi); 742 iPad 7th Generation (10.2-inch, 2019, 32GB, Wi-Fi); and 32 iPad 7th Generation (10.2-inch, 2019, 128GB, Cellular). All devices will include power cords and bricks. The property is being sold “AS IS” with no representation from the Lenoir County Public Schools regarding the fitness or suitability of the laptops or tablets for any purpose. Please contact Charles White, Director of Media and Technology for the Lenoir County Public Schools, at (252) 527-1109 for additional information regarding the property. The offer to purchase is in the amount of $1,105,817.60. The offer also includes the following nonmonetary terms: secure pickup by bidder of the computers at designated LCPS locations after March 3, 2025, inclusive of packing and shipping costs; verification of inventory at time of pickup; full payment by bidder at time of pickup; “Letter of Good-standing” from bidder’s bank or financing partner; minimum of three K-12 public school references with at least one reference valued at $1 million or more; inclusion of a per unit price; and maintenance of general liability insurance policy with coverage of up to $1 million per incident. The full terms of the offer, titled “Upset Bid Solicitation – Additional Terms,” are available at www.lcpsnc.org under the “Public Notice” tab.
Notice is hereby given that within 10 days any person may raise the bid by not less than ten percent (10%) of the first one thousand dollars ($1,000) and five percent (5%) of the remainder ($1,104,817.60). Therefore, the lowest acceptable upset bid is $1,161,158.48. The individual submitting the upset bid will also need to agree to pay for the cost of the bid, plus agreement to the terms summarized above and posted on the District’s website, which address is included above. When a bid is raised, the bidder shall deposit five percent of the total increased bid in cash or certified funds with the Lenoir County Public Schools to the attention of Helen Hooker, Interim Finance Director. The Lenoir County Public Schools shall re-advertise the offer at the increased bid. This procedure shall be repeated until no further qualifying upset bids are received, at which time the Board may accept the offer and sell the property to the highest bidder. The Board reserves the right to reject any and all offers at any time. This the 25th day of March 2025.

CLOSED - VOIP PHONE REQUEST FOR PROPOSALS (RFP) 2025
Lenoir County Public Schools is excited to announce the release of a Request for Proposals (RFP) for the potential replacement of our current VOIP phone system.
Our district, located in eastern North Carolina, seeks proposals from experienced and qualified vendors to implement a modern VOIP solution across 17 schools and 3 administrative sites. Supporting approximately 8,300 students and 1,200 staff members, Lenoir County Public Schools is committed to enhancing communication and safety through this initiative.
The objective of this project is to adopt a robust, scalable, and feature-rich VOIP system that ensures reliability, security, and scalability to meet the operational and instructional needs of our district.
Questions and Answers:
- How many headsets to be included in your quote with SIP Phones: Please quote a single unit as optional add-on purchases.
- Do you prefer to have demo phones: Please feel free to showcase any demo equipment you would like to bring to the presentation.
- Are there any existing Microsoft 365 licenses in place? If so, could you specify the exact count for O365/M365 G1, G3, or G5 licenses? Yes, we have 365 licenses. However, we utilize A1 licenses, and there are no G1, G3, or G5 licenses.
- Do you require a Contact Center (Call Center) solution? If yes, how many users need to be enabled for the Contact Center? No, we do not require a call center solution. The majority of the phones are classroom or office phones. We are not intending to utilize any chat or presence management.
- Regarding call recording, do you need it only for Contact Center users or for other users as well? Please share the expected count of users requiring this feature. We would like the recording option for all users.
- Does the proposed solution need to support analog devices? If yes, could you specify the total count and their types (e.g., fax, card readers, analog phones)? We do not have any analog devices in our current VOIP solution that we are aware of.
- For paging, are there existing solutions that need integration? If yes, how many devices would require analog connectors for this purpose? Our existing intercom paging currently uses ethernet connections. There are currently no analog devices connected.
- Could you provide the number of desk phones, conference phones, and video conference phones required, along with any model or brand preferences? Please reference Appendix A (page 12 and 13) of the RFP for the number of devices and types.
- Where are your emails currently hosted? Google for Education
- Who is the existing telecom provider, and are you open to switching providers? SIP Trunks through NWN. Yes, we are open to other options.
- How many phone numbers will need to be ported? We currently have 151 numbers. We are actively auditing our DID numbers and may reduce that total number.
- Are there any additional third-party integrations or applications that need to be configured as part of this project? We are currently using Singlewire for 911 functionality. However, we are looking for a solution within the RFP that includes e911 reporting functions.

What type of cabling do they have everywhere a physical phone will be placed?
All drops will be Cat5e or Cat6, and all locations should be replacing existing phones, so will have existing cabling. -
What is the model of their current phones?
The most prevalent model is the Cisco 8811. Please see the breakdown in the RFP for a per-model/per-site breakdown. -
Is there overhead paging or other devices we would provide connectivity to and what are the model numbers for those devices?
There are a number of Bogen intercom systems that can be called by the existing phone system, however we do not have full documentation on the exact method used. We do know they are taking an ethernet connection in these instances. -
What fax solution should we include, cloud fax or physical fax machines?
eFax is what we requested on the RFP. -
Do they have 1 internet circuit for the entire campus or a separate one for each building?
There is one primary internet circuit for the entire district based out of the Central Office. -
What is your productivity suite of choice - Google
- Do you need Vonage to integrate into any third party software package (CRM, ticketing system, etc). - None that we are aware of, but presenting your capabilities would be appreciated.
- How many paging zones per school? Currently they use single paging zones. We would be interested in potentially changing this to 3-5 per school.
- What is your public safety plan and do you need Vonage to integrate with it and to help send mass alerts via SMS for public safety? We do not currently require integration into a public safety plan, but please include your capabilities with this in your presentation.
- Do you happen to have a breakdown of what each of your 1100 phones are used for? (even if rough estimate for pricing purposes). A breakdown is included in the appendix of the RFP.
- Are you planning on purchasing equipment as a Capital Expense or an Operational Expense (lease)? We are intending to purchase equipment as a capital expense.
- Are you looking for on-site installation? Or will the county staff be open to placing phones if pre-programmed? The intention is for district staff to do the placement of hardware.
- Do you have any POTS lines that need to be addressed as part of this scope that can not be typically be supported on VoIP -While we do have those types of lines in the district, they are not currently covered in the scope of the RFP.
- Could you please provide the timeline for awarding the Request for Proposal (RFP) to a vendor? We will review submitted proposals this month, present our recommendations to the board for Feb, and hopefully vote by March or April.
- The proposal deadline is listed on page two as Monday, January 24, 2025, at 4:00 PM EST. However, it is important to note that Monday is January 27th, 2025. Could you kindly confirm the correct due date? Friday, January 245th at 4:00 PM EST.
- InformaCast/Paging Requirements:
- Is direct paging to the phones required? Yes, we do have one location that is currently direct paging via Informacast for their bells.
- Are the Bogen paging devices for overhead paging defined as direct paging destinations or legacy paging devices in InformaCast? They are currently acting as SIP destinations for the limited number of systems that are connected to the phones, and they are not integrated with Informacast at all.
- Could you please provide the model(s) of the Bogen devices? I do not have those at the moment, but they are currently acting as SIP devices. This is also for future growth of the district.
- How are notifications/alerts for calls placed to 911 delivered, such as desktop alerts, email, or SMS? Informacast
- eFax Requirements:
- a. Could you please provide the number of existing fax machines? We are not replacing any of the existing fax machines. Any proposed eFax solution would be supplemental to our existing fax structure that is not covered under this RFP.
- If possible, could you kindly provide the average monthly fax volume (in minutes or pages)? Unfortunately, we do not have these statistics at this time.
- How many concurrent inbound and outbound fax transmissions are required? Assume no more than 10.
- In the Q&A section, you mentioned that you have one primary internet connection. Do you have a secondary internet connection for failover/backup purposes? We are working with our current provider for a solution, but there is not one in place at the moment.
- Training: Would you like classroom training days quoted to include all end users or would like training only for technology staff and DLS personnel? If classroom training is to be included for all end users, should we assume 1,200 end users would be trained in a classroom setting? If training solely for technology staff and DLS personnel only is requested, do you have an estimate on how many people this would entail? We would be doing a smaller train-the-trainer model for just our technology staff and DLS. It will be around 20-25 people. Any training videos or other materials that can be shared would be helpful, but not required.

- For inter rack connections, would you be open to Twinax Cables options, over traditional optics? These can be less expensive as a single assembly as opposed to requiring optics at the switch and in-rack hardware, and come up to 10m. We would prefer traditional optics.

- The Cisco SFP-10G-SR-S module (S-Class) supports a link length on MMF (OM3), up to 300-meters at 50 Microns. Is that suitable? Current module at both locations are PLRXPL-SC-S43-CS on the 3850 side.

- Will it be a simple transfer of these configurations to the new switches, or are changes required, or would they need to be fully configured from scratch, porting configurations from another manufacture other than Cisco?
