Request for Proposals – Copier and Managed Print Services

Lenoir County Public Schools is seeking proposals from qualified and experienced vendors to provide Copier and Managed Print Services for all district locations. The purpose of this Request for Proposal (RFP) is to secure a comprehensive, cost-effective, and reliable printing, copying, and scanning solution that supports district operations and instructional needs.

Proposals should include pricing for both term requests for black-and-white and color machines under a managed print service model. Vendors may also submit a separate optional proposal for PaperCut print management services or an equivalent solution.

All bids must be must be received by mail or hand delivery according to the details of the RFP.  Regardless of cause, late proposals may be disqualified from further consideration. It shall  be the vendor’s sole risk to ensure delivery at the designated office by the designated date and time.  All proposals are due November 24, 2025, by 2:00 PM EST.  

E. B. Frink Middle School is seeking an all-inclusive classroom camera system that provides
comprehensive coverage, ease of use, and integration with existing district systems. The
selected vendor will provide all necessary components, installation, and support services as
outlined below.

Fire Alarm Infrastructure Repair or Partial Replacement – North Lenoir High School
Lenoir County Public Schools – Board of Education

1. Introduction

The Board of Education of Lenoir County Public Schools is soliciting sealed proposals from qualified contractors for the repair or partial replacement of the fire alarm infrastructure at North Lenoir High School. The intent of this project is to bring the fire alarm system into compliance with applicable codes and regulations while utilizing all currently available, functional resources where possible.

3. Schedule

• Mandatory Walkthrough/Inspection Completion Deadline:  Oct 15, 2025
• Proposal Submission Deadline:  Oct 23, 2025 by 2:00 PM. 
• Proposals received after the stated deadline will not be considered.

4. Walkthrough and Site Inspection

Prospective bidders are required to schedule and complete a walkthrough inspection of the facilities prior to submitting a proposal. It is the bidder’s responsibility to conduct a field survey, verify existing conditions, and identify what existing components can be reused.

5. Scope of Work

The selected contractor shall:

• Inspect the existing fire alarm system and determine which components are code-compliant and can be reused.
• Repair, replace, or upgrade existing fire alarm infrastructure as needed to achieve a fully operational, code-compliant system.
• Provide and install new components only where existing infrastructure cannot be reused or does not meet requirements.
• Program, test, and commission the system to ensure full functionality and compliance.
• Provide documentation, system diagrams, user manuals, and staff training.
• Secure all permits, inspections, and certifications required by local authorities.

6. Proposal Requirements

Each proposal must include:

• Company background and qualifications.
• A detailed assessment approach for determining repair versus replacement.
• Itemized cost proposal including labor, materials, permits, and fees, with clear identification of costs associated with reuse versus replacement.
• Project schedule, including anticipated start and completion dates.
• Warranty information for both new and reused components.
• References for at least three recent, comparable projects.
• All walkthrough and inspections must be completed by Oct 15, 2025

8. Evaluation Criteria

Proposals will be evaluated on the following:

• Compliance with submission requirements and project scope.
• Cost-effectiveness and responsible use of existing resources.
• Contractor’s qualifications and relevant experience.
• Ability to complete work within the required timeframe.
• References and past performance on similar projects.

9. General Conditions

• Lenoir County Public Schools reserves the right to reject any or all proposals.
• The District is not responsible for any costs incurred in preparing or submitting proposals.
• By submitting a proposal, the bidder affirms they have inspected the site, assessed available resources, and are prepared to bring the system to code compliance.

Lenoir County Public Schools is soliciting qualifications from qualified vendors to provide furniture, fixtures, and equipment (FF&E) for the new E. B. Frink Middle School currently under construction at 405 N. Charles Street, LaGrange, NC 28551. The district seeks firms with proven experience in furnishing educational facilities with durable, ergonomic, and flexible furniture solutions appropriate for middle school students and staff.

The Lenoir County Board of Education has received an upset offer to purchase surplus laptop computers and tablets which includes the following attached terms:

NOTICE OF SALE OF SURPLUS TABLETS AND LAPTOPS

Pursuant to G.S. 115C-518 and 160A-269, the Lenoir County Board of Education hereby gives notice that it has received an offer to purchase surplus tablets and laptops most of which have been used by students and teachers for at least three years and are currently unsuited to meet the continued needs of students and teachers.  The property consists of approximately 681 MacBook Air “Core i3” 1.1 laptops (13-inch, 2020, MYE62LL/A); 32 MacBook Air “Core i3” 1.1 laptops (13-inch, 2020, MYE52LL/A); 5 Macbook Air “Core i3” 1.1 (13-inch, 2020, MWTJ2LL/A); 1 MacBook Air “Core i3” 1.1 (13-inch, 2020, MWTM2LL/A); 1 MacBook Air “Core i5” 1.1 (13-inch, 2020, MVH22LL/A); 1 MacBook Air “Core i5” 1.3 (11-inch, 2013, MD711LL/A); 1 MacBook Air “Core i5” 1.6 (13-inch, 2015, MJVE2LL/A); 8,371 iPad 8th Generation (10.2-inch, 2020, 32GB, Wi-Fi); 676 iPad 8th Generation (10.2-inch, 2020, 128GB, Wi-Fi); 742 iPad 7th Generation (10.2-inch, 2019, 32GB, Wi-Fi); and 32 iPad 7th Generation (10.2-inch, 2019, 128GB, Cellular).  All devices will include power cords and bricks. The property is being sold “AS IS” with no representation from the Lenoir County Public Schools regarding the fitness or suitability of the laptops or tablets for any purpose.  Please contact Charles White, Director of Media and Technology for the Lenoir County Public Schools, at (252) 527-1109 for additional information regarding the property.  The offer to purchase is in the amount of $1,105,817.60.  The offer also includes the following nonmonetary terms:  secure pickup by bidder of the computers at designated LCPS locations after March 3, 2025, inclusive of packing and shipping costs; verification of inventory at time of pickup; full payment by bidder at time of pickup; “Letter of Good-standing” from bidder’s bank or financing partner; minimum of three K-12 public school references with at least one reference valued at $1 million or more; inclusion of a per unit price; and maintenance of general liability insurance policy with coverage of up to $1 million per incident.  The full terms of the offer, titled “Upset Bid Solicitation – Additional Terms,” are available at www.lcpsnc.org under the “Public Notice” tab. 

Notice is hereby given that within 10 days any person may raise the bid by not less than ten percent (10%) of the first one thousand dollars ($1,000) and five percent (5%) of the remainder ($1,104,817.60).  Therefore, the lowest acceptable upset bid is $1,161,158.48.  The individual submitting the upset bid will also need to agree to pay for the cost of the bid, plus agreement to the terms summarized above and posted on the District’s website, which address is included above.  When a bid is raised, the bidder shall deposit five percent of the total increased bid in cash or certified funds with the Lenoir County Public Schools to the attention of Helen Hooker, Interim Finance Director.  The Lenoir County Public Schools shall re-advertise the offer at the increased bid.  This procedure shall be repeated until no further qualifying upset bids are received, at which time the Board may accept the offer and sell the property to the highest bidder.  The Board reserves the right to reject any and all offers at any time.  This the 25th day of March 2025.
